Does anyone know when the lottery/costume contest ends or who won them? Thanks!

They'll both end when the Halloween event ends, or in other words when you can no longer collect tokens, but can still spend them.

Hasn't that already happened? Or will we still be able to collect tokens after the 1-week break? Thanks again for doing this!

You pretty much answered your own question. You'll be able to collect tokens again for a couple days after the break.
