not all PPS pets have PPS on them.

If I remember correctly, it's because they have no siblings that were growing, nor were they ever growing themselves. So I suppose they are 'naturally' small and don't need peter pan syndrome to keep them tiny xD

Both parents have wings, so I will be very surprised if some of them grow up without wings^^
