Do water changes more often. Also keep in mind that fins don't grow back as quickly as the fish gets older.

I'm pretty sure that adding in StressCoat+ when you change the water will help to encourage tissue growth. If my internet would stop freezing I could double check on thatbut the internet at school sucks

How do I kill off unwelcome snails? They have decided to come in and take over.
Are they pond snails? They multiply like crazy. Most Loaches will eat them, as well as puffers. Another option is another snail, an Assassin Snail, like their name they kill other snails. Assassin snails need a male and female to reproduce, so one would have them without babies. If you don't want fish in there yet, build a trap! Use some lettuce and place it on the bottom, leave it for a few hours or till the next morning, then remove and toss. Repeat. This will take longer and will never completely remove them, but it will reduce the number.
