It's unfair to them; all of the Staff dogs have the exact same rarity. Demandwise though, I'm not sure, Shimas are weird when it comes to demand...

the shima is actually worth an early 09 rare. because of demand in a way. like the way a BA is worth a high september. its factored into its worth.
it seems fair to me.
