The first one is unfair to them, the store pets are valued at 09 rares, It's not too bad, but the 11 rare throws it a bit.

The second, I am not good at date-swapping with raritied, but I think unfair to them. it depends on how they value rares. Some people are 1:2 for rares:uncommons or VR:rare, so it's hard to say

How much would a UR Tiger have to add to be fair to a Moonswirl+Dogtag? (I've been told it's unfair to moondogs)

No. Those candy items were given out at random, and you had to find the candy pieces to adopt the dog. Unfair to the dog

Personally, I would say no as the Gummies were freebies while the pup requires tokens to acquire. ;]
