They are the same
otherwhise people could simply wait for the other one to appear instead of clicking the item one
It's all about luck, what you get. It's a randomized function, that decides what you get (at least I think it is, its how I would code it)

If you were wondering what the banner that contains a pet looks like in comparison to the ones that contains tokens- They are all the same. Hope this helps.

Yeah, they come from the banner instead of the tokens every once in a while.
