it's not so much the number of topics which slows CS down, but the size of active topics. So for example, the furries topic is very large and very active, it creates a drain on the server and slows the browsing speed down for other people trying to use the site at the same time.
smaller topics with only a few participants are not really a problem, except for when they fill up the front page of a board and bump other topics off. But as for server speed, doesn't really affect it. So one on one roleplays should be ok here, but if they reach plague proportions they may need to be moved to their own board.

Spam is the exact reason that I no longer participate on the Furry topic. If I say something furry-related, I am ignored because others are chatting about art, their personal lives, etc. I'm glad to hear that one-on-one roleplays are allowed, though (not that I will be participating in any, because it makes me very nervous and shy to be talking to someone one-on-one).
This thread should be stickied. I find it very useful. :3

yeah, that's also part of the reason why I don't like people creating topics which basically just get used for chatting amongst friends, it tends to become very exclusive so that if you aren't buddy-buddy with the in-crowd, your posts get ignored. It makes it very hard for outsiders to join in, even if they're posting on-topic, so that the topic becomes kind of pointless since only a few people are able to participate.

Kam, I applaud you for making this. Hopefully spammers will actually read it.
I hate it when threads get locked because of spammers. Like, the zoo was incredibly active with over 1000 posts per version, with, like, 50 posts per hour sometimes. SO we had to move sites because it was bogging down the server. The issue was that half of it was spam. It's depressing, really.
The other spammish thing that bugs me is those topics that are like "i h8 this site delete me naow plz!" Do you really need a topic for it? It's especially annoying when they're cheating with multiple accounts and trying to delete the other account that gave them all their pets.

The Zoo was the reason I really started getting on people about spam. I will admit, I was a part of it in the first Zoo when I was a newbie, but when we had to move, that really made me think about it. When we moved to the third, I really started cracking down on myself and others who spam. Getting booted made me think that we needed something like this, so I've been watching the mods closely (creeper much?) to see what is and isn't considered spam so I could put this together.
I also really dislike when people tell me not to tell someone who is spamming, not to. I really wanted something I could refer people to if they argue. Hopefully this will help'
I agree. They could just as easily PM Nick or E-Mail Tess about it. Though when they're cheaters it's nice to have that reminder there, since Nick and Tess do call them out on it, for other cheaters
