ALL the time! I always want it of my favourite characters, and the ones I'll definitely keep to my grave, but then my other characters are at a loss for art and I'm like AHHHHHHHH. D:

I usually start off with the colors or the markings :3
When I design a new character, I mostly have a page on which I write down the basic character traits, draw it in some poses, add some quotes too maybe. It helps me determine everything. Though I do that only for characters I plan to be used often. After I have thought of everything important, I go to the backstory c:

Yes, though not as much as most people. I'm actually having the problem right now. 8I

Usually a mix of personality and design. I get a concept stuck in my head, and then think it through for a while before eventually drawing it. (or not)

The way the character's drawn and what features have say a lot about it. Characters that look simple and a little spiky, for instance, could be weirdo grumpybutts. Fluffy characters that are bouncing all over the place are most likely hyperactive children goat llama things.

That made no sense.
I always come up with a personality WHILE I'm drawing the character. Because the two go hand in hand. I don't write quotes or likes or dislikes or anything, I make it all up on the spot. Well, the initial stuff anyway. Pretty much all my characters have earned their traits, backstory, likes, etc. from development and writing about them and RPing and whatever.
