Oh thank you! Don't know how I missed it... Also when I try to colour one in the page that I am supposed to draw on is blank. Like it's just white.

Are you talking about Editable Oekaki or a completely new Oekaki?
Are you very sure you're clicking in the topic of the Editable Oekaki, then clicking the "Colour In" button?
If it's the Editable, either you must've erased it by accident, or deleted/edited a layer.

Clean out your cookies, check you're updated with Java. Forgive me for asking, but what browser do you use? (Would you mind taking this to PM so we don't clutter up the topic? ^^)

Oekaki (top right of your screen, just above "view bookmarks") -> Beginner/Intermediate/Sketches and Experiments (they'll have descriptions below them) -> Select one -> New drawing (this will be above the announcements).

I have a few "PPS" pets. Apparently they will never grow past the puppy/kitten stage. Does this mean I'll never know their rarity?

No, as a PPS, that means they're full grown. c: If you have a PPS and it shows an unknown rarity (I can only think you mean the PPS owl or the munchkin cats from this month), then that means people are still adopting them. They'll get their rarities at the end of the month.
