I didn't see the video (my computer can't handle Youtube anymore) but the funny thing is I toyed with the same idea for a fanfic about my Alicorn that can't fly. Psychicness aside, I could see it going like this;
Scootaloo for whatever reason can't fly like other pegasi due to some sort of pegasus disability. She learns even if she can't fly, she's still amazing with her scooter tricks and shows that she can still fly, just not in the way typical ponies do. Lesson being that a disability doesn't have to limit what you can do, and with some innovation you can conquer your disability. And disabled or not; that doesn't make Scootaloo any less of a pegasus.
I could see the fandom response going like this.
1. "A canonically disabled character! As a disabled person (or a friend or relative of one) is it nice to see a positively presented disabled character who is strong and determined!"
2. "I'M OFFENDED A:KFHK:SFJKLADJ:KAKFLHK:J -explodes into a fifty page rageful essay about ableism with drops about Derpy and how offended they were about that-"
Unfortunately voice 2 tends to be louder than voice 1, need I even mention the Derpy fiasco? The funny thing was most of the people who were flipping a lid and being super offended by Derpy weren't even disabled and were speaking over the disabled (I was even told I must not be disabled because I wasn't offended by some Tumblr dweeb.)
With the amount of vitriol thrown at them during the Derpy fiasco, disabled Scootaloo will probably not happen. But that's my new headcanon.
