It is unfair to the rat. 2012 store pets are worth mid 2010 rares. It is 2011 store pets worth 09 rares.

I'll agree. With it being 09.. the store dogs dont add up. It doesnt matter that its a rat, its still an 09, and therefore three years older. As for what to add.. I'm not much help. I think 2010s are in the fair range, but after that, i dont know what to suggest.
