A laser beam is essentially concentrated light. Lasers are just normal light beams, except monochromatic, collimated and coherent. Lasers are used to cut and weld metal, cut lots of layers of fabric at once in cloth factories, do eye surgery, etc. Light sabers are based on lasers.
A laser would just cut straight through you. Like, there'd be a beam of light travelling up your arm and the next second your arm would not be attached to your shoulder any more. You can have harmless forms too, like, CD players use lasers, and so do the bar code readers in shops. But naturally this is Risk so he's going for the dangerous version.
That'd be how he blinded Grace. There's no way you could shine a light bright enough to blind her from all the way across a lake, not without blinding yourself, and that would have to be one epically powerful light power. Ordinary light beams scatter light, so there would've been a giant flash rather than a concentrated beam. The only way he could've blinded somebody would be to laser their eyes.

This is why I wanted Risk to have the power of light. <3 Invisibility, the power to be a human bar code reader, lightsabers, illusions... If I wanted to be really creative I could point out that light is just a form of electromagnetic radiation, the forms of which are interchangeable, and therefore the power of light confers upon the user the ability to control gamma radiation and infrared and suchlike. But I thought maybe I ought to stop there since I'd been creative enough for one RP.

I was tempted to give him healing too so he could replace peoples' arms with trees. But I figured Grace could stick to that. Are we actually going to do that or was that just a funny conversation on the bus? I want to do that. I want Risky to have a snake for an arm and turn into Drake. DRAKE WITH A LIGHTSABER. XDDDDDD )
