The pound now only opens for members displaying the OCA badge. (Obsessive Compulsive Adopter)
This informs the pound that a player cannot survive without constantly adopting pets. What those players do not realize is that as soon as they adopt a pet, it is returned to the pound and saved for them to adopt again. Most do not realize they adopt the same pet over and over. And it really helps cut back on over-population of CS pets.
