I run my own adoptable thread, and it depends. Most people want credit for drawing it, credit for whoever made the lineart, but it belongs to the person who adopts it. ^^ So, I let them have customs, but I tell them who's lineart I'm using, and I tell them I still need credit for drawing it.

I think I get what you mean

so whoever adopts get credit for the lineart. But if it is a custom you still have the credit?

No no, you still own the lineart. And the artist still owns credit to the design. But the adopter basically HAS the design. It's complicated, but it's like material possession. You buy art from somebody? It's still their masterpiece, but you own it. You can use it for whatever you like, but there's still credit to be given. You can't say you did it. Am I being confusing?

Exactly. It's like saying you have talent that you don't. You possess it, you own it, but you don't own the manual labor of doing it. You don't own the inspiration or the practice. Then there's reselling it. You can't do some things that the owners wouldn't like. Some merchandise nowadays says you can't resell or package individually. The same can go for art. You own the art, but you must abide by the permissions of the maker or it's art theft. Same goes for on Chicken Smoothie as well as real life.
