That just means 20 minutes before you are allowed to do the next one, not neccessarily 20 minutes before it will appear ;3

Hey, something happened. I clicked one of the banners and it took me to a wierd page of how it didn't go through and how I should contact Tess if it persists. I went back, and tried looking for the banner and it doesnt have a "time left" thing. Ive been to, like, 30 topics and can't find it at all. ???
