Actually, no xD I mean, it had a bunch of uses, but it was just a normal, ridiculously long scarf (that may or may not have been knitted by Nostradamus' wife). It's one of the iconic parts of the Fourth Doctor's costume though, and he's credited for really making Doctor Who explode in popularity, and cementing several traits that have carried through the following seven Doctors.
