Contests are based on effort put into both art and story/form, So it wouldnt matter how many pieces you put into your form as long as you put forth the effort to make them C:

Yes, they just need to finish up their forum, and add the art you made for them before the contest is officially closed for judging, otherwise it may be disqualified.... (not sure if this answered your question or not?)
