When you're submitting, click 'more options' and under 'submit as:' pick 'Image of the final piece' instead of 'Redraw'.
I think. I was on the redraw's page and someone'd asked that question before.

Depends. If you're talking about a self-made vector, then yes. Traced vectors are not allowed due to site rules.

mlp vectors are allowed (tess said so) so them are allowed right
