What you outlined is basic horse anatomy. All horses have cheeks, manes (Well, I think so...) Most foals of any breed have those manes, and I don't know what you see is the same with the tail. Horses typically have the same kinds of tails, and when they are different it's still very similar in shape and felt, etc. What you circled in blue is just how a horse is built, aswell as the leg. And the foal dosn't have feathers.
Im guessing its a pony.

And I drew both of them? I certainly hope they look somewhat similar, unless I have this magic ability to do multiple cartoon-y styles (wow...that would be epic...). Plus, they are both trotting. Sorry for using the same gait more than once with different lineart, please don't shoot me!
