It's a lot of quantity items for rares, but I suppose it evens itself out, mostly. Fair, if not a touch unfair to the pets.

I'd say unfair to the top.

Despite the quantity of items on the bottom, the pets at the top were still released much earlier than the items and they are still rare/very rare apart from the fact they may be low in demand. But again, that's just my opinion.
