That's cuz Gale always tried to make Katniss feel guilty about being with Peeta, while Peeta was willing to die so she could be happy. Even if that meant being with Gale.
That, and he's kind, sweet, adoring...everyhting you could possibly want in a guy....or a puppy dog. XD
