"Let the 23th Annual Hunger Games begin."
You stand there on the stage. You feel your hand clasp the other tribute's from your district in the ceremonial handshake, but you aren't fully aware of what is going on. You were picked. For the Hunger Games. This can't be. But it is, you are led back into the Justice Building of your district. They take you to a room, leaving you there for your family and friends to come say good bye to you. You're leaving. For the Hunger Games. This can't be. You say your good byes, and board the train for the Capitol.
Rules
1. The genders will be even. There's no way around that, there will be 12 boys and 12 girls to start. Then some will die. Please keep in mind that we cannot start until we have everyone, so if you choose to play four girls, chances are someone else is then stuck with four boys. Meaning that we will have to put off starting, since it seems like people don't want to play boys.
2. You can play people in the districts to, and I expect that genders there won't be entirely even. You should play your character's family back in the district.
3. Each tribute will have a mentor, a stylist, and a prep team. You will make these characters to fit with your tribute, but I will mix up who's playing them so that nobody is playing their own mentor/stylist/prep team.
4. No cursing. If you really must you can star it out, but I'd perfer none. The occasional damn or hell is alright.
5. PG-13 Please. I'd perfer that nobody have to use fades to black, but if you really must please do use fades to black. I expect there to be lots of gore, what with it being the Hunger Games and all, but if it starts getting too gorey, just don't have the details.
6. Expect your tributes to die. The odds are not in your favor. Yes there will be a winner, but don't have a fit if it isn't you.
7. I will determine the outcomes of fights, but you do get to roleplay things out. Unless you and the other person agree on the outcome ahead of time, then I'll go with that.
8. Listen to me. I am the Head Gamemaker. I will probably choose a few mini-mods, they will be the other Gamemakers, and you are expected to listen to them too. They can also determine the outcomes of fights where the two people don't decided before hand.
9. If you and another player agree on the outcome of a fight before roleplaying it out, please have one of you post it and the other party must post their agreement before hand. Talk it out via PM, unless you can't PM people.
10. This is semi-literate, I expect at least four lines per post. If you have WB, you must do at least three lines, or just wait it out and don't post right away.
11. Have fun. Find creative ways to kill your characters.
12. No OOC fighting. When you speak in OOC you must differentiate it from the way you do your IC posts. ((and)) are usually my best choice, but I'm ok with other methods to as long as you can tell the difference.
13. All of Tess's rules apply.

I will be using a three strike policy for people who disobey these rules, the first strike is free, the second strike I will kill a character of yours (disregard that if you just have one), third strike I will remove your characters from play and you won't be allowed to rp in my roleplays any more. But don't worry, if I'm in a good mood, I will likely give you a warning first.
15. Absolutely no cannon characters. Part of the reason I picked the 23th Hunger Games as our first one to do is because none of the cannon characters are alive yet.
16. We will start at the reaping, and we will start a new thread when the whole year is done. (In a way that we will start the next thread at the reaping.)
17. I encourage you to play both tributes and people in the districts. You are expected to play the family of your character.
18. Use the form I have provided. Put each character on a seperate post. (Example: You are playing three characters, the first one will be on one post, the second on a different post, and the third on yet another post.)
19. Spots are first come first serve, but I encourage you to reserve the tribute spots you would like. Reservations are first come first serve. You can reserve either by asking or by filling out just the gender and district spots on a form, submitting it, then editing the rest in.
20. I encourage you to have many characters. In the Games and not in the Games.
21. You can have relationships between your own characters. In fact I encourage you to do so. You must however make these relationships as you would do them with someone else. Not love at first sight or any of that. Try to keep at least one character free for other relationships though.
