Most likely this is the case. Unfortunately, a good percentage of little dog owners find the qualities of little dog syndrome to be "cute" when the dog is a puppy. Then the dog grows and the problems are never addressed, so the issues only get worse. Then the dog is an adult and they are very aggressive, but once again the owner does not see it. So many little dogs have problems like this that would not be tolerated in a big dog.

#2. Do you want an indoor pet or outdoor?-Indoor.I'll walk him/her outside a bit.
#3. Do you want a cheaper pet or can you get a more expensive one?-Cheaper,or a free one.
#4. Do you want a pet that can be a loner, or one that needs constant attention?-I want a pet that likes attention,but cane handle being on his/her own for a bit.
#5. Are you looking for a pet that'd fit in or that would be unique. -I want a pet thats unique in they own way,but fits in all the same.
#6. (optional) Are there any types or pets you want. (such as dogs, cats, fish, etc.)-Dog!
#7. anything else?-I adore dogs,and wolf-like dogs are my favorite.Small,poofy,fluffy dogs I hate,with the exception of Papllions,Chihauhuas,and Pomeranians.

Quite a common terrier trait, though not one that can't be dealt with provided there's enough training and socialization. I'm not saying dog aggression doesn't happen or can always be "fixed" (aka, not every dog is going to get along with every other dog), but a dog that constantly snaps at other dogs is usually not being trained and contained correctly. Even with breeds that don't normally get along, your neighbors have a duty to keep their dog away from others if it snaps at them, and they should be working on getting them at least under control so they can get the dog away
before it snaps. It's not "little dog syndrome", it's someone letting a bad behaviour slide because the dog is "too little" to cause damage.
That's the reason why there's no corresponding "big dog syndrome". Because big dogs that are bad with other dogs are kept away from them in order to keep them from starting a fight or they're socialized and socialized and socialized and trained very well to give them a firm ground to work with. If my sister's pit bull snapped at every dog that got close, do you think people would react the same?
