Shouldn't the Store dog be under the "New Very Rares"? It changed up, from rare to very rare, and from what I've seen, in Side Notes are usually only the pets that went down.

Nope. If I remember correctly, 'Side Notes' is mostly about store pet changes and temporary rarity drops caused by the rerelease.

Wouldn't the horse EPPS more fall under 'This month rarities worth mentioning' than 'New Rares'? Since it only got that rarity tag and didn't go up from Uncommon, just like the pintaloosa.
