It's both actually. If I remember correctly Ciel is called both at some point in that episode.

Ah, yes. I just rewatched it. First, he's a chihuahua then a toy poodle. Honestly, I actually see him as a Basenji. Skinny little wolf-dogs, proud, vain, territorial, and hard as crap to train. Yet staunchly loyal if you handle them carefully.
