I've actually been researching this for a while now on my own, and I've made one discovery as a result of such. I've 'discovered' that you need to wait until the egg is in between 4-1 days in it's 'countdown to death' to be able to mature into a neglected dragon. While waiting for the egg to reach this point in it's death countdown, the egg cannot have any views, clicks, etc.

To dumb it down, you have to neglect the egg for about 3 days before it can start receiving clicks if you want a neglected dragon. And even then, there's only a very small chance of getting an ND.

EDIT: One last thing. Looking through this, I feel I need to correct some things. Getting a ND is not as easy as it looks like. My friend did it for me out of pure luck, and specifically on an alt account I made for testing creating this specific dragon. Yes, I have one. But it's still a mystery to me to how it's done, so that's why I joined. Anyways, the one thing you need to know is that:

The egg has to have the same amount of views a normal egg needs to hatch.

It just have to be done in a much shorter time. You can't get over a thousand views in six minutes. It has to have at least a day or a few hours left to live; however long it takes to get a thousand views in under 4 days. And even then, there is still a very small chance. And on that note, I'll say this: Just because your egg didn't work, whichever species you were testing, does not mean that that species of dragon does not turn neglected.

Actually, any species of dragon can turn neglected, except for the ones that are already listed here.
