There is a seperate section of each District called the Victor's Village, I believe. Haymitch, Katniss and Peeta were the only District 12 tributes to ever win.
That's right. There are many unoccupied houses there, because District 12 just hasn't come up with any other winners.

They do, because Katniss's family and Peeta's families both lived with them in the village.

My aunt gave it to me for Christmas, but I think they sell it on Amazon. Places like Hot Topic and Barnes & Noble will probably carry it too as the movie gets closer.
