If they don't have the tag, they aren't.

This looks like one, but it didn't grow.
PPS pets have to grow at some point. PPS=Peter Pan Syndrome=you never want to grow up

They caterpillar is ^^ If you go to it's page it says PPS on the pet's info
They're both pets that are fully grown in their child/newborn stage. Who cares if it has a PPS tag or not?

People! From the "What does "PPS" mean on this pet?"
Your pet will never grow up past the puppy stage, so you get to play with it as a puppy forever! Yay!

The pets that don't grow usually don't get the PPS tag on it. Since the Dragon Kitten and the ThunderPillar didn't grow, they don't need the tag. Same with the grinners and other special pets that you got already in that 1st or 2nd stage right off the bat.
No growth - no need for tag.
