As I said, I don't know. Maybe we could make reserves for the horses. With a pond for water or something. And we would need alot of them. So we could make them around the world.....?

If no one killed horses, they would overpopulate.
Plus, I don't think any one wants to pay taxes for reserves for useless horses. ;3

That would work in theory. However, how many horses can survive on their own in these days?
Creating sanctuaries for these horses could help create jobs for people though...
