Licensing would help tremendously, as would banning the purposeful breeding of mutts except in cases to create a new breed. None of this "oh she's so cute, I want her puppies" nonsense. A breeding license would also be helpful to make sure ALL breeders are held to the same high standard, AND that would help the overpopulation problem as well. If people had to jump through hoops in order to own a dog, we'd have less attacks, less cases of abuse and neglect, and less dogs in shelters. Period. Then we wouldn't have to argue about whether a certain breed is dangerous when it's not.
And no, not only pit bulls kill. Any dog over 80lbs has a track record of attacking to kill
if they attack at all. Why? Because those are dogs that are at a size that can easily overpower a human.
