If not, what needs to be added?

The offer isn't quite enough for a CE.
They need to add either a pink/yellow/blue sorbet or a blue toxic.

The UR Butterbun is a couple places down from a CE and the Patchy Pink September doesn't help to make up that difference.

If the toxic pup becomes a purple toxic, you could get a green sorbet with that pet alone.

I think a Yellow Toxic and a BA would work too?
Plus maybe some low advent, but with the demand of the BA
recently -shrug-

Both unfair to them (but Two is worth more) since the chances of it turning into the Rainbow Mane
are tiny. If it does it would be unfair to you though, so it's kind of a risk.

At best you could get any of those pets listed below the unickorn, and at worst it's only worth '09 rares.
