No. Think of it more like a uniform than a costume. The items can be different colors but they must all be the same items. Previous holders of the record were:
-sheep costume
-pajama set dressed dogs
-horses with bows in mane and tail

Making a 'medieval fair' costume themed hoard for example makes it too difficult to judge whether or not a pet is dressed up or not.
eg: only put a wig on one, cloak on another, chest armor on a third and bracers on a fourth. None of these pets are what I would consider being costumed, they all just have a single random item on them, but then you get into 'what is and is not a costume' and 'do the armor items count for the theme'.
