Fair? If not which is it unfair to?

I think it's unfair to the VR 12.07 rat.. since it's sort of an advent.
But I'm not quite sure, get a second opinion.

It has nothing to do with an advent. It's november rat with two of it's litter mates still only rare. They are all easy to get 08 rats (even the very rare one) and not very popular (even for rats). While that 09 one is a lot harder to find. They have quite a few months between them so I am not quite sure if it's fair or not but maybe fair.

Zebras are the rarest of all the pets so I personally would say you can get much more.
