I don't believe this topic is placed in the right section. But to answer your question, youtube comments are generally pretty hateful, so cursing,poor grammar-no surprise. Yahoo! comments are the worst i've ever seen,worse than 4chan or anything. o_o
I believe they mean something like "a place for profanity and rudeness".
