Leopardfur1182, sadly ratties are really prone to respiratory infections.
A lot of them have recurring infections which sounds like yours really... it keeps coming back... and they can be left with damaged lungs. Do you remember the names of the medicines you have tried at all? There are a couple of things that might be worth trying but I'm not sure what you've already used for them. If they are eating, drinking, and bright don't worry about it too much.
PaintmyPony, when did he start acting like that? Has it come on all of a sudden?
If so it could be a stroke. A steroid injection could benifet him. They can recover from strokes.
Or if it's his breathing, again steroid would help, as well as antibiotics (by injection then a course of them at home).
You will have to keep him warm (but not too warm, I once left one of my boys on the heatpad for less than 2 minutes while I went to get something and he was way too hot when I got back, if he can't move, don't leave him on it, it's better holding him close to you instead really). Keep him hydrated if you can and offer him softer/runny foods.... baby food, ice cream, custard, or heat some milk and mix a biscuit in until it's liquid. Poor baby.
