Probably newbies, or people who just wanted to come up with a quick and easy answer to trading across rarities.

If you look, the people who are willing to trade rares for 2 uncommons each usually don't have any rares... wonder why? xP

I will trade 4 commons for an uncommon of the same litter or similar value other than rarity, but my rares are rare only.
