I have a question. I've heard rumors that each time
lord only has 13 regenerations.Unless given more by
the counsel. Most people assume that he can have
only two more faces. But techinally he could have
three couldn't he? Cause hes regenerated 10 times?

Unless he gets endless because there is no counsel?
