Not necessarily... for example, October pets didn't get their rarities until November. All that can be guaranteed is that it will be near the end of the month and it can sometimes go into the next month.

The B-Wolf has been Rare since the August 2011 update. It is named the "Lavender March '09 Bwolf" in the Rarity Changes Archive.

I may have been, check the rarity changes archives. All I can tell you is that it's been VR for a while now

At some point, it definitely was only rare. That may have been a long time ago, though. I really don't know when it turned VR now.
