(Dog mine, they are offering Banner Pups) How many would they need to offer to be fair?

Well... A little maths.

A light leopard goes for +- 80 pieces of candy. A banner pup is worth around 5/6, so 80:5= 16. So around 16 banner pups, but I'd say that too much because I think a puppy is worth more than 5/6 pieces of candy. 12 or so would do I'd say. ^^
