I know the horses have been rare for longer than the sortics, but demand wise, is this fair?

Its unfair to the dog, the pony and the rainbow mane are considered common rares and sortics are quite high in demand even if they turned rare recently.

1. Personally, I would accept it, but I don't really know which 09 is more in demand.
2. That seems really unfair to you.
