Sure

It really depends on what kind of fur that you want to draw. For this typical quite fine cat fur, I paint in the basic colour and with a very small brush setting crudly scribble in where the hilights and shadows of the form are. This looks quite messy, but with the blender on a small brush setting, as long as it is used consistantly and in the right direction, blends it together slightly without losing the texture of the fur.

It takes a lot of time and practice to perfect, but can really aid the form and texture of the finished product.

There's a line tool on there somewhere, usually in a small toolbox which also contains a few other line options. Just select that, and click + drag where you want the line to go from the start to the end.
