They actually went rare pretty fast, the problem is that nobody want(ed) them so they're not worth anything. And probably won't be worth much when/if they go very rare...

Yup, generally at the beginning of each month or the end of each month. Sometimes it varies depending on if there's an event.

Horses [Non-malk] are treated just like rats. People like them, but they aren't as valuable to some as Dogs or..no just dogs.
