One other thing could be a virus, so run a virus scan too.

Probably what happens is that the Oekaki puts down a blotch of paint over and over again in the same spot while you draw the line, even though it doesn't need to, which takes a very long time. That could be due to your mouse sending unusual movement commands to the Oekaki (which the Oekaki really should be ignoring, this is a bug). If you're using a tablet, try installing JTablet:
