How do you get lions?

You find Raw Meat at random in the forest, then bring it to the cook in the castle, have him cook it, bring it back to the dog under the forest icon, then he will give you a map and tell you to wait 30 min

Keep cool . We all will have the chance to get the lions. Just keep the patience, please. Check every 30 minutes the forest and I am sure you will find the meat. Don't worry, we have a few days until the festival is over.
