No it's based on the number of pets of that outcome but the players have their own ratity system when trading.

I just had someone sending me an empty trade for my Cerberus, asking me if it was for trade or adoption. Note that I'm not part of any Adoption center whatsoever. :/
Instants later, before I could reply, I get another empty trade for a red Halloween dog. "Trade or adoption?"
Then one for my Rose dog. Then one for a random 08.

....SIGH.
I get it, they're new, but. 8/ Rares for adoption? I tried my hardest to be polite. ;_;
