your correct wheatley was going to be the intelligence dampening core (or something like that) but then something went wrong and he isnt here are some reasons you can tell

1# hes not attached to GLaDOS
2# he can speak normally not on a set subject
3# he has a job (caretaker for the "smelly" humans)
4# he knows GLaDOS is corrupt
5# he wants to escape and not work for aperture anymore
