Okay, read the thing people quoted from me.
You cannot use rotate canvas, that is only for viewing things from a different angle. You have to use the box tool, highlight the whole picture, you go to Effects, and click Flip Vertical. You can also flip horizontal (which is what I did). You have to do the above steps for each layer or else it won't work.
