What are the current guidelines for raffles?

Are users allowed to host raffles on CS, and if so, what are the community's guidelines? Which forum is the best location to host a raffle?

I found this on the adoption board rules thread:

Raffles and Lotteries
-If you want to give pets or items away in a raffle format you cannot charge for tickets or entry fees. All raffles and lotteries must be free to enter.
-Explain clearly what people can win, and how they can win it (e.g. let them guess what number you're thinking of).
-You can take donations to add to the prize pool, but the donating has to be optional and you can't give the donators any benefits or a higher chance of winning.
