I also got a rare cat outcome and rat with a star on it XD so my other outcomes weren't like super grand but I'm happy with my pull!

New UR pets being in all 3 boxes is a deliberate choice to ensure enough of them get added into circulation, since it is the first year they're being released. It's not a glitch and is CS' way of making sure they're not too hard to get right off the bat.

Pets from the 18th boxes will always be rare+, even if they have lower rarity outcomes. The outcome is determined at the time of adoption.
