I remember last year people would "trick or treat" each other by gifting and receiving pets. I expected that to happen this year but it didn't. So was trick or treating just something that was done last year?

If you are talking about Lights On Lights Off, thats not an official staff project (I've been running it since before I was staff), its a user-run gifting game that is separate from the halloween event and it happens every year over on the free adoptions board. You can find the thread over here, though it only runs during October so it'll be ending after today.

Halloween events have 'banner pets' or 'banner items' available from the banner - this year, the foxes are the banner pets. This means that sometimes when clicking on the event banner you will receive something else (either a pet or non-token item) instead of a token. These are rarer to receive than tokens. So just keep collecting banners!

We don't know the new limit yet, but it was raised from 200!

Some variation in adoption limit is added sometimes just so all the freebie pets don't end up the same rarity. And given that they are highly edited dragons that were likely to be popular, this just to makes them a bit more common so they are easier to obtain for everyone even after the event ^^
